Urban fringe land development vs. Natural gas extraction: Alberta Energy and Utilities Board (EUB)


The Alberta Energy and Utilities Board (EUB) was created as the governing body of the energy industry in Alberta Canada. TyPlan was retained by Sutton Realty to undertake an economic impact assessment of the potential economic benefits that would be lost to the developer and the municipality, resultant deferring and land development proposal to enable natural gas extraction on lands surrounding the municipality.  A review of construction costs, related employment and economic benefits resultant from construction and the provincial revenues and taxes that would be generated during the life cycle of the project were determined. The hearing was held in Bonyville, Alberta and the TyPlan report was tabled as evidence in the hearing process. The defendant received a payment for the potential loss of revenue resultant from the proposed extraction of natural resources, whereas the gas company retained the right to extract gas over a short term.
